Best way to try and pottie train a chihuahua?

I have a 6month old Chi IV had scene she was 8weeks old. IV tried almost everything IV read or been told about pottie training. IV used pee pads didn't work at all!! Takeing her on 30min walks then letting her off the leash to find a potty spot. A litter box she's scared of that. IV put her in a kennel and took her out every hour to two hours she potties in the kennel. IV gave treats when she potties outside but still after going outside she will go again inside less than 10 min of being back inside I have her on a feeding and water schedule. My last thought is the pee pads that are that astro turf gr smelling. Or just give up. Can anyone give thoughts I can try? She's a very smart dog knows camamds just can't potti train.

Mocking soldiers should be a crime, my brother was in Iraq and he talks about the difference he made in one little boys life over there, how the boy went from wearing rags to being able to dress in real clothes because of the help the soldiers gave him and his family. For you to mock the difference that so many of the soldiers have seen in person is wrong.
