Has anyone else noticed this about the CW's shows?

All of the "black" characters are extremely light and mixed race. Seriously, the black girl on vampire diaries is hardly darker than the girl who plays the lead, plus she has green eyes. On gossip girl the only remotelty black character is vanessa, and she is like 3/4 white with blue eyes. They even went out of their war to cast jasmine guy (a light mixed race woman) as the grandmother on vampire diaries. None of their shows have dark skinned men or women that are significant characters. Has anyone else noticed this pattern?
