Financial Aid for College?

I looked at collegeboard.com and looked up universities. I clicked the tab, "costs and financial aid" and every university seems to have percentages for scholarships/grants and loans/jobs. This statistic makes me confused because collegeboard makes it look as if colleges provide scholarships/loans for students. These scholarships/loans are obtained by students who independently researched scholarships/loans right? Or do colleges provide scholarships/loans too?
