Is this spending package just robbery?

i believe the money will be hog tied with red tape, slaughtered and then devoured by all the middlemen while it's still warm. you can hear the knives being sharpened already. hardly any of it will make it to the proposed projects. maybe just some bones and gristle, and then even that will be worked over. i'm sure the dems are pleased with themselves.
