Question on male Zebra Finch Behavior?

I have four Zebra Finches, two males, two females. I love them to bits and they are just the silliest little things. The two females are pretty low key (for finches anyway :D) and the one male is just too funny and gets along with everyone. However, the other male is kind of mean. The other finches try their best to avoid him. He starts fights with the other male, and tries to chase after and peck the females. He's the largest of the birds and quite obviously the one in charge. Is this normal for him to be this way or is he just kind of a jerk?
